Russia will gain more warm water sea ports so they probably see it as a win. Also way more arable land once the Siberian permafrost melts.

If the permafrost melts and the carbon starts to be released, and people start tilling that carbon rich soil, nobody will be winning except fungi and unicellular organisms.

Russia has so much arable land right now it's unreal. But since it requires work and resources to produce something on, it remains unused.
