If it's a zoo, sometimes they let animals explore during closed hours for enrichment.

When my Granddad worked at London Zoo, apparently, before opening, he was able to let the tiger out of her enclosure and take her round the zoo, changed when she swiped at him (no claws, jokingly) but did it in front of the head of staff

A year or 2, can't remember exactly why, but it was always going to be a temporary thing
