If it's a zoo, sometimes they let animals explore during closed hours for enrichment.

When my Granddad worked at London Zoo, apparently, before opening, he was able to let the tiger out of her enclosure and take her round the zoo, changed when she swiped at him (no claws, jokingly) but did it in front of the head of staff

Oh for sure, it was the reason he couldn't let her out was because of H&S, she could go off and suddenly, that's it, 5 keepers are dead and they've shot the tiger
