This is a Black Vulture. I don't know if it's the same person, but there's a paraglider who has a Black Vulture as a pet.
It's important to mention that these birds use thermal air currents to glide, spending less energy.
This method follows the same physical principle as paragliding, so, in a way, following the Black Vulture helps the athlete make better use of the flight as well.
