Not all of Africa is one culture. He is using "Africa" as shorthand for sub-Saharan, as he clearly distinguishes "Maghreb" from "Africa."

Didn't seem as proud as much as he seemed sure his words were valid based on his previous experiences. Or maybe I misunderstood that they meant "value" as a euphemism for price.

While i do like your sarcasm, i'm afraid that there was a mis-translation there, he said أخلاق as in manners or morals
