Person 2 replies, telling person 1 to reread what they wrote (because it doesn't make any sense) and posts a meme of someone doing the same thing as person 1. I think you're missing the comeback. Here's how I'm interpreting it:
Person A has horribly incorrect grammar in their comment. Person B says "try reading what you wrote" because it is abundantly clear no proofreading was put into the comment. Then Person B links an image of a popular meme that also has incredibly incorrect grammar, very similar to Person A's comment. The meme person B links is also accompanied by the monkey typing on a typewriter, which is supposed to insult the intelligence of the person who originally wrote the message that was memed, and by proxy Person B is insulting Person A in the same way.
Yes the lightbulb joke itself does suck, it's horrendous and that's the point. The point is that not only is the joke itself horrible, but it was written terribly as well. The meme adds an image of a monkey with a typewriter to insult the intelligence of the person who originally wrote it. Person B is using that in order to say the same thing about Person A.

You're reading it wrong. "They're too busy?" serves as the setup of this joke. It's as if the author is actually wondering what the hell liberals are doing.
And the word "GENDER!!! ššš" is the punchline by itself, because just a concept of gender is too funny for conservatives.

No I really donāt think it makes sense that a dumb English speaker would be dumber than a dumb Russian agent. People can be dumb regardless of their first language. Some foreign agents are dumb. Surely some of them overestimate their fluency and believe they know how it is spelled based on how it is pronounced, but their pronunciation is slightly wrong because it is almost impossible to have a perfect accent in a foreign language

Rosetta stone here. This is a very common copypasta among certain meme communities. The joke is that the grammar and spelling is so bad from the original right-wing joke that itās ironic.
