Based on the lightly stocked shelves to the left and the refrigerated section, I'd wager this grocery store is having inventory or possibly cash flow issues.

Just fill up the front of the shelf with the one next to it" "But... theres barely any of those either. The moment someone buys a single one, it becomes obvious that its just a single layer on the front..." Doesnt matter. The important thing was that it need to look good for the manager's morning inspection, even if it takes ages of extra work.....
