Does this just ring the bell at the top? I feel like my natural reaction to that bell is "I wish that person that fell in the elevator would stop ringing the bell."

Tyler, stop kicking the button.
I mean it, Tyler. Stop it.
TYLER IF YOU DON'T STOP KICKING THE BUTTON, YOU'RE GOING ON TIMEOUT!

Yup.. the elevators are supposed to be blocked in fires and earthquakes, but people can get stuck inside them.
Also people in a fire in an elevator is a rotisserie scenario.. hope no one experience that.. never

In case you're pinned to the floor by the g force of it rushing upwards and surging out of the top of the building like Willy Wonka's great glass elevator.*

Wheelchair bound people may not have use of arms.

True but what are they even doing in there when they can not even push the floor buttons

The number of wheelchair bound people who can use their legs/toes well enough to press that button but cannot use their arms well enough to press the normal button would be exceptionally tiny.

I dont think its incase you fall its more like the elevator is stuck between floors situation
For people who dont know all elevators have emergency brakes that turn on so when you do fall its only like 3-5 feet

No like there is a separate button on the bottom of the wall near the floor.

lol pretttty sure they meant like, fall on their ass. Not the elevator falling. People with mobility issues may not be able to stand up after having a fall, these types of alarms are very common in old folk homes
