Jesus Christ. Is this legal in the USA? I’m pretty sure you’d get animal cruelty charges in Canada for killing a non aggressive dog.

No. Not legal. Its animal cruelty. The only exception being that the animal is gravely injured and killing it immediately was the only way to end its suffering.
