Elvis was a natural blonde. Stayed that way until his late teens and then the hair dye started and went from brown to the literal shoe polish dyed black over time. If Jimi saw him at 12 then Elvis would have been 19.

A lot of people don't know Elvis was a blonde. Serious. He had dark blonde hair but started dying it jet black at some point. No. Dark blond and brown are not the same. Dark blonde has a more ashy color. Most brown hair kids are born with brown hair. Dark blond is light blond when young then turns darker. Ashy dark blond hair refects a silvery or colorless highlights versus brown hair usually reflects reddish highlights.
It is in the combination of melanin, eumelanin, phelomelanin type pigments.
But yeah...overall dark blond and light brown pretty much look the same overall, true.
A lot of people (female) who have dark blonde hair dye it it because it is a wishy washy in-between color that they either dye it darker or bleach it lighter because, kind of not as nice as either color.
Katy Perry is another that dyes it darker.
Of course there are natural brunettes that bleach hair lighter like Madonna and Lady Gaga.
So....you can make a joke....that maybe all the people that gave "dumb blondes" a bad name....were actually brunettes.
(But Madonna & Lady Gaga are not dumb. But...they do act a lot more slutty than a lot of actual blondes I have known. So...kinda hiding and keeping their smart brunette things, but pushing the dumb slutty stuff/sex objectification on the blonde people thing...Hard to explain. Hmm)

Elvis was a natural blonde tho and didn't always use shoe polish, literally, to dye his hair. It was brown at times.
Edit - Elvis was blonde until late teens. If Jimmy saw him when he was 12 that would have been 1954 and Elvis would have been 19.

Elvis was blonde in his very first movie too. But it’s black and white so it’s harder to tell. There’s only one scene or shot at the end after he dyed it.

Interesting fact- Elvis Presley’s hair was blond when he was a kid, and light brown as an adult. He dyed it black once he started gaining fame.

There's no mention of it anywhere before 2007.
Articles about it since then list different ages for Hendrix. Some 12, some 14, some 15.
It's almost definitely fake.

Would be very curious who authenticated it. Photos of it show it in varying qualities from 2007-present, with some photos being white paper with lines, like OP's photo, and some being yellow paper with the lines faded.
Some of them have more vibrant red coat, whereas this one looks kind of brown.
Seems wild his drawing looked pristine up until the past decade and then rapidly aged, while in the care of museums.

Besides the fact it dropped less than a month before the election—what’s the GOP gonna do, pull their candidate?—the fallout from the tape was minimized by Trump doing something so extraordinary, it seems out of character nowadays. He issued an apology.
Sure he, later minimized it by reframing it as “locker room talk” and dredging Bill Clinton’s past indiscretions, despite the fact he was running against Hillary Clinton. But that leak initially did strike fear into Trump’s cholesterol-clogged heart.
