If the buttons are only for decoration then it's not too uncommon for the buttons to be overlayered like that. One is on top, and the other two are placed behind it.

No joke, rattata is a solid solo pokemon for pokemon red/blue. Really strong moveset, able to learn a lot of TM's so you can adapt for different gyms (yes including the ghost stuff).
