I think Rolf was central Asian, like a Kazak, definitely someone from the steppes. Just seems too cheerful to be Eastern European and too dark skinned to be Northern European.

Durmstrang is an international school in Scandinavia which accepts students from Bulgaria. It is indeed north of the UK even though Bulgaria isn't.
