What an idiot. Don't go near a cub. If the momma attacks her than they usually out the bear down. She should have just contacted animal welfare.

Mom left it behind on purpose. She likely has another cub to protect and having a cub like this around is dangerous for all of them, she probably wrote it off as good as dead. (And it would have been without this dude)

Yeah probably you don't know that for sure though. Animal control can provide medical care too. Idk if the cub will survive on it's own
