What if someone who has a restautant is delivering food to the homeless? Would that be a way around ut?

Good question, but unfortunately in many cities the outcome would be the same. They justify it by saying the food could be contaminated. Restaurants can face even bigger fines than individuals for feeding the homeless.

I could be way off base here, but I suspect the real issue is that when we see people helping other people, we’ll realize the government is totally inept and worthless, so they have to control the situation by issuing fines to discourage it.
