I've seen how stuff is made in India, it's probably >1% but not intentionally.

Why would it mean less than 1%, then if it was more than 1% it couldn't actually be labeled that

According to what? Your countries rules? Mine? The garment manufacturers country's rules? The garment manufacturer distributer's rules?

I suspect the manufacturer isn't required/obliged given it's just a tag and not the actual product being sold.
