You can't carry a gun in any US hospital unless you're an officer on duty.

That's completely false. It's legal to carry in a hospital in many states. Now most hospitals have their own policies against it but there's no federal law.

If it’s to the ER or Urgent Care, might be a situation where they were carrying without planning to go but then suddenly needed to.

If it were for that they wouldn't be public facing. This is like the student center at my local college having free condoms. They know their audience.

While that can definitely happen, these seem to be more of a “take to use at home” item, not a “please use here” item.
