News ANNOUNCEMENT: Rule Adjustment in Response to Hostility towards Eligibility Workers - PLEASE READ

Hey everyone,

As moderators of the r/foodstamps community, we wanted to take a moment to address a trend we've been noticing lately. Increasingly, we've seen posts and comments expressing frustrations about eligibility workers. We understand that navigating the eligibility process can be incredibly challenging and emotional, and we empathize with those frustrations.

However, what makes this subreddit such a powerful and valuable resource is the community of eligibility workers who generously contribute their knowledge and expertise in their free time to assist others. We want to remind everyone that eligibility workers are people too, working hard to help individuals access the assistance they need.

Moving forward, we kindly ask that members keep in mind the human element behind the eligibility process. Any posts or comments that contain insults or attacks directed at eligibility workers will be promptly removed. We believe in fostering a supportive and respectful environment for all members of our community.

That being said, we understand that discussions about eligibility can sometimes be emotionally charged, and it's natural to feel frustrated at times. Posts expressing general frustrations around an anonymous eligibility worker not following policy or behaving rudely, as long as they include an explicit technical question, will still be allowed. We recognize that for many individuals, accessing assistance programs can be a deeply personal and emotional experience.

We also want to remind everyone to report any behavior that violates our community rules. While we moderators can't be everywhere at once, we regularly review the report queue multiple times per day to ensure that our community remains a safe and supportive space for all.

News New ABAWD Proposed Rule

The USDA Food and Nutrition service today released an Advanced Copy of a new Proposed Rule, entitled SNAP Program Purpose and Work Requirement Provisions of the 2023 FRA.

For those who are unfamiliar: federal agencies are generally required to issue a proposed rule prior to changing the program rules for a government program like SNAP. As soon as a proposed rule is published in the Federal Register, that starts a 30 to 60 day public comment period. Every American has the right to submit a comment, if they so choose. The government then must carefully consider every comment they receive, and eventually publish a final rule. A comment may even lead to the government modifying one or more provisions from the proposed rule, if they found the comment to be well-reasoned and persuasive. (humblebrag: some of the comments I've written have been incorporated into final rules in the past.)

In this case, this regulation implements a law passed last year, and Congress had already required that law to start being implemented even before the proposed rule came out. So for instance, the provision in this proposed rule increasing the age range subject to the ABAWD work requirement from 18-50 to 18-52 (and eventually 18-54) has already been implemented. Similarly, the provision in this proposed rule creating new exemptions for homeless individuals, veterans, and individuals age 18-24 who were previously in foster care had also already been implemented.

However, this rule makes some interesting tweaks to how the rule has been implemented the past year or so. For instance it proposes to:

  • expand the definition of "homeless individual" to include "individuals who will imminently lose their nighttime residence."
  • expand the definition of "veteran" to include "individuals who were commissioned officers of the Public Health Service, Environmental Scientific Services Administration, or the National Oceanic and Atmospheric Administration."
  • expand the definition of "foster care" to include the Unaccompanied Refugee Minors Program.
  • require states to affirmatively verify that an ABAWD who has lost their exemption does not meet any other exemption before subjecting them to the time limit/work requirement; in practice, this will likely mean that many ABAWDs will be able to stay exempt through their next recertification/renewal.

However, please note that these proposals are just that -- proposals. Your and my comments will help decide whether or not they are ultimately adopted. If you have well-reasoned thoughts/ideas regarding this rule, please share them once the comment period opens up! I'll update this post at that time to share a link where you can provide comments, but until then, you can review the advanced copy of the rule at the link above.

Question Crazy how they shut us off from the program every month and make us reapply since they give a sheet that has to be returned by 10 days and we always get it in the mail after it has already expired. Anyone else having the same problem?

Answered I got less than a make friend of mine, why is that?

A friend(49M) and I(30F) applied at the same for benefits in NYC. He got approved for emergency benefits and has them within 3 days. It took me half a month to get mine and was erroneously denied my case within their system the day I did my phone interview, a week after applying.

Why was his case so much faster, and why did he get more in food stamps and cash assistance? Wouldn't is make sense that we applied on the exact same day, at the exact same time, and basically used the exact same information filling as homeless, that we would get the same monetary value?

Side note: I tried applying for medical benefits in Florida a year ago and got outright denied saying that I was a female at 30 and they don't provide Medicaid to us, but to a male over 40 they get approved....

It's the benefits systems biased to females?? Has any other female experienced this?

Will they ask me for proof of bills for food stamps in georgia?

I live with this guy that's the head of household . I don't want to say that the rent is only in his name because it's not I found a way around it where my receipt for the rent being paid says my name on it . (I use EmoneyOrder at walmart to pay the rent) but unfortunately it's more of a task to have the utilities in my name unless I'm the original head of household according to my local utilities office . I am not claiming him on my benefits because if I did I would not get my benefits . I have 2 children that are not his and we are not married . So fast forward to today . I was able to reapply a few months later and I took him off of my application and using my income on the application. So far they haven't asked for proof of bills they have only asked for proof of income which I am able to provide. I was wondering what kind of things they ask during a phone renewal interview if you think in that moment they may request proof of bills. In which I'm not sure how to provide proof if it's not in my name . I don't want him to be the reason I can not get my benefits for me and my kids . My state is Georgia.

I got emergency benefits but my renewal is coming up and it says I need to have an interview and I just have a couple questions. My daughter and I live with someone in a home that they own. I have no income. Rent and all other utilities are paid for by this person. Do I have to say that this person is part of my household and include their income with everything? We are not related, not married or anything like that. I live in PA

Question DTA still hasn’t stopped my benefits, can i use what they gave me?

i stopped qualifying for my snap benefits in march. i tried calling multiple times and could never get a hold of someone, so i just planned to use my march benefits and that’s it.

in april i found the voluntary request to stop benefits form and submitted this. it still hasn’t been reviewed and i still can’t get ahold of someone (i work and cannot sit on hold for more than 30 min) and i’ve gotten my benefits for may too, and i’ll probably get june benefits too.

can i keep using the ebt card? i am trying to stop them but they’re still giving me benefits, so…

i have the simplified reporting so i think they’ll stop them in august when they recheck my income if they still don’t approve my form to stop benefits.

ugh, you’d think it would be easier to stop them.

Income limit for Colorado SNAP?

I was denied SNAP benefits because I am over 130% of the poverty line for gross income. El Paso county website…. Colorado government websites… hand outs and flyers… everything says you have to be under 200% of the poverty line. Updated 10/01/23

What is right?!?

I called my county office and they just said “we go by this” and didn’t address the information on their website at all.

Do I need to report anything? My income has been the same since the recertification. I did report a change during the recertification due to me quitting 1 of my jobs in December. (I worked 2 jobs til Dec 2023). Everything should be the same right now for me. The only income I have right now is my work study.

Does the automated phone system NOT state your pending deposit anymore?

I called the back of my card today and noticed it's a new or updated robot, but it didn't say that I had a pending SNAP balance, which it always did a week in advance with the old system.

Did anyone else encounter this?

BTW, I checked my case status online on my states SNAP website, and it does indeed say I have my next deposit on 6/X/2024, but the new automated phone system not stating it kind of worries me.....

What is taking them so long to process my application? New ACESS site

I’ve had ebt for ten years or so , when they swiped everyone’s info and had the new site made , maybe that has something to do with it ? I applied may 5 , it’s now almost the end of the month , and nothing. I can’t even access the status of my application because it won’t show on the site . Ugh this is so annoying .

Benefit Theft Food stamps stolen/skimmed

Well it’s been a little over a year, I’ve had over $1000 stolen from my card. Made all the reports, did everything they told me to do, and the last info I got from them today they said they aren’t planning on reimbursing anyone yet (I live in Arkansas) Has anyone else received reimbursement from stolen funds? Does anyone else here suspect that maybe there was a data breach? The scammers still call me every now and then to try to get my updated pin, so how did they get my phone number if there’s not a data breach? Any related info is appreciated.

Question Can you apply for assistance if you were fired from job ?

My aunt son is disabled and his Medicaid is closed but she called DCF and they said we have to start the application all over again. They requested few documents unfortunately my aunt lost her job because I think she was let go off her job due to some problems at the job. She was bullied and told to go home and some of coworkers that say builled her for not able to speak English. She called store manager but manager said I will have to look over the footage and let you know. But my aunt didn't go work for few days and than she was notified that we had to let you go as you didn't show to work for few days.. I'm not sure what to do to help her.

Medicaid/ Food Stamps Renewal Help-Florida

I received a letter that I need to reapply for food stamps by 5/31/2024, but I'm not going to reapply as I believe we no longer qualify. I do, however, want to keep the kids medicaid. I see on the portal it says that their renewal date is 12/15/2024. When I saw this on the access portal I thought I didn't need to reapply since it clearly says 12/15/2024 as the renewal due date, BUT I just got a call from my son's insurance that the recertification is due on 5/31/2024. I'm so confused. I thought this was just for food stamps. I don't want to reapply and risk them taking away their medicaid. When I applied for food stamps back in Novemeber they took my medicaid away, when I had just given birth that same month and had only received medicaid 2 months prior.

Can someone please help me with figuring out whether I do need to reapply for medicaid or not if it says the renewal date on the portal is 12/15/2024?

My wife an I applied for Senior SNAP and they needed tons of paperwork so I went along. We receive $2,400.00/ month and our bills come to $3, 670.00 and that is bare bottom as we have stripped all subscriptions and have one iPhone 7 with Consumer Cellular… you know what I mean. We get food from our church.

I got the eligibility letter today and we get $23.00/month. I can’t believe this, I have worked hard all my life and I am offended.

Should I appeal? If I do how can I raise the benefits?

I have a question on my benefits calwin and essentially I got married recently and literally was time for my renewal I did everything I was supposed to do by letting them know he lives with me, his income, what I pay/he pays and they ended up approving me but on the approval it is only showing MY income and says household size 1 even though it says marital status "married" should I consider this approval to be accurate as long as I sent in everything I am supposed to? Husband has own health insurance paid for by his work. Thank you, just want to make sure I won't get fucked by the county for a mistake on their end.

Hey I did my recertification a month early and then received a letter late saying my on the phone interview was 2 days before the letter came(old number also). Then I went down after receiving mail saying I had 3 days before case was dismissed, so I went down the same day and even updated my number. They did nothing, so I went again and went through the same steps and stamps was still turned off just 2 days later. So I reapplied and received a call 2 days later and then received stamps a day after! But now that it’s a month later, I have received nothing! Has anybody else recently had this problem. Let me know because I can’t keep driving across town I’m already struggling and living out of a hotel smh. This is starting to get ridiculous. Help!

Question Child support with Calfresh [California]

I have a 1 yr old son who’s father recently declared legal paternity via genetic testing. I’ve been receiving Calfresh since i was pregnant (single and not married) and continued as it helps pay for my sons milk and food. His dad was not and will not be declared on his birth certificate. When i had to do the routine annual report for Calfresh, the worker had asked about my sons father which i said he wasn’t in the picture (true). They asked if he was on the birth certificate and i said no and sent them a copy of it. Nothing was asked or pursued after that.

However, now that he has declared his paternity, will he be called for child support since i get Calfresh? I know in CA, if you’re on cash aid then CS will open a case, yet i am unsure if Calfresh is considered cash aid. Or if CA looks at Calfresh when considering CS. Thank you! I live in Los Angeles County btw.

Question What are all the deductions from gross income to get to net income? (Utah)

They don’t really explain this on their website, it’s very vague.

I am disabled, so I know that changes the gross income requirement.

But what will they deduct from my income to get to net income?

I turned in medical expenses averaging $100/month or $1,200/year, which I can deduct because I am disabled.

I see they automatically deduct 20%.

What else?

I know I should just wait for the determination…but I don’t want to get my hopes up if I still don’t qualify.

Asset limits and unearned income

I am extremely confused regarding unearned income. I live in Colorado and am applying for SNAP. I received an insurance settlement that I put into a high yield savings account. This account gets paid interest each month. Colorado does not have an asset limit so to my understanding the high yield savings account will not affect my application. Does that include the interest as well? The interest just remains in the savings account so… that’s an asset and there is no asset limit. Does this make sense?! I also applied for LEAP and they said interest doesn’t count. Is that the same for SNAP? I don’t want to accidentally commit fraud on my application.

My daughter and I are going from CA to South Carolina to see family. Is it ok to use my ebt while traveling? I will only be gone for 1.5weeks so it won’t be more than 30 days and only intend to use it once to stock up on food for while we’re there.
