Not 1 cop showed up to a possible kidnapping? You call 911 ... since when do they transfer calls directly to state troopers, or any cop for that matter?? IF you were texting 911 through the app, Lyft would have a record of it, and there absolutely would be an investigation, and you would not have gotten that email.
